How do you unlock a phone without a Sim Card?

Okay so I know that it is possible to unlock phones that contain sim cards. But, the cell phone provider that I have does not have sim cards, I know its weird. But anyway I was just wondering if it possible to unlock one so I could buy it from an outside source. Thanks.
